Illinois bond ratings are improving. Moody’s Analytics changed its outlook on the bonds from “stable” to “positive” Tuesday. Comptroller Susana Mendoza says bond rating agencies notice when the state puts more money toward the Rainy Day Fund and the Pension Stabilization Fund.
