The Wyndham hotel project is not the only “targeted TIF” proposal downtown. The apartment project “Lofts on Madison” is supposed to attract people working for the state – to the south – or in the medical district, to the north. But Alderman Ralph Hanauer says the incentive could irreparably weaken the larger central tax incentive district. “The idea of the TIF was to get other people to take part in that TIF. We need to look at some rules at how many we are going to allow, because we have already got obligations on that,” says Hanauer. Alderman Jim Donelan is a fan. “The good thing is that the risk is on the developer. If the project is not successful, guess what! The developer does not get any reimbursement,” Donelan said. A criterion is whether there would even be a project … but for the TIF.
