Springfield, IL (CAPITOL CITY NOW) – On a drizzly Friday afternoon in downtown Springfield, the name Clay Carns was added to the wall in the Illinois State Police Memorial Park, across the street from ISP headquarters.

On Dec. 23 of last year, a Scott’s Law violator struck and killed Carns, of Joliet, while he was clearing debris from Interstate 55 near Channahon.

“Clay was one of the greatest, most impressive people I have been blessed enough to know, and I will be inspired by him always,” said Megan Carns, his widow. “I see him and our babies daily but desperately wish he was here with me to watch them grow and become their role model.”

The ceremony was the seventh State Police director Brendan Kelly has participated in since becoming director.
