It’s an ambitious goal – end homelessness in Illinois. That is how Gov. JB Pritzker sized things up Wednesday, as he signed into law one of the signature programs from this year’s State of the State address.

A task force and advisory council will work with the state’s new homelessness czar. Christine Haley, who defines “functional zero” as “a designation that can be applied for by communities.

“It essentially means there are more people that are housed every month than become homeless every month, so that we understand that there is enough of a housing supply, and a strong enough system that is in place, that when someone does become homeless, there is a safety net that’s there to help them.”

It’s a $360 million program pushing emergency shelter, rapid re-housing, permanent supportive housing, and more.
